SURREY County Council has been criticised for spending more than £1 million on a "propaganda tool".
Since 2011, the authority has spent £1,114,060 on producing and distributing 15 editions of its Surrey Matters magazine.
The eye-watering sum has been revealed following a Freedom of Information request by the Mirror, at the same time as the authority reviews its adult social care grants and contracts to tackle what it calls a funding "crisis".
