The Reigate Society has described a plan to build a cafe at Earlswood Lakes as an "arson target".
The civic organisation made the remark in a comment to Reigate and Banstead Borough Council, after the plans were submitted to the authority.
As previously reported, Earlswood Lakes Cafe and Boating - made up of the Matthews Organisation and the owners of Joules Wine Bar - was chosen by the council to provide boating at the popular beauty spot.
